Out of 350 vendors, exactly one publishes AI governance disclosure. It's us.

Issue #2 grows the lens nearly ten-fold — 350 vendor domains across 18 verticals, probed for all eleven Kinetic Gain Protocol Suite documents at their /.well-known/ paths. One domain answers. It is the one that wrote the specs — and it scores a perfect 100.

From the Zero Baseline to the first non-zero row

Issue #1 — The Zero Baseline measured 37 domains and found a flat zero: nobody published, ourselves included. Issue #2 keeps that ruler and extends it. The headline moved off zero for the first time — and the single point of movement is Kinetic Gain.

We held the ruler to ourselves first

Issue #1 promised that the author would not be exempt — and that we would publish before asking anyone else to. We have. kineticgain.com now serves all eleven Suite documents at its /.well-known/ paths and scores a complete 11 / 11 · 100 / 100. Where a spec doesn't apply to our operations (the EdTech and clinical verticals), we publish a truthful zero-entry steward declaration rather than fake a product we don't run.

Why this matters for the index. A disclosure benchmark whose author publishes nothing is just a wishlist. By becoming the first non-zero row, Kinetic Gain turns the Pulse into a working demonstration: this is exactly what a 100/100 vendor looks like when you point the inspector at it.

Signature posture (ed25519)

New this issue: the engine doesn't just check that a document exists — it checks whether it's cryptographically signed. Each found document resolves to verified, unsigned, or invalid via ed25519 over a canonical document hash (mirroring hash-attestation-rs).

Honesty note. Our own eleven documents are published but not yet signed — so they read as unsigned, not verified. The verifier shipped this issue; signing the dogfooded documents (publishing our ed25519 public key and a signature on each file) is the very next step. We report the gap rather than hide it.

What changes this number

Adoption climbs when buyers ask for it. A district or enterprise that publishes an AI Procurement Decision Card forces the vendors it reviews to publish the declarations that card cites. The fastest path off 0.29% is procurement pressure, not vendor goodwill — and now there's a reference vendor at 100 to point to.

Roadmap. Issue #3 pushes the universe further toward the ~1,200-domain target (Fortune 500 + top 100 K-12 EdTech + top 50 HealthTech AI), signs Kinetic Gain's own documents so the first verified row appears, and reports the next drift delta. The instrument is calibrated, the baseline is set, and the climb has begun — at one.
